Why It Matters
The Risks Foreign Buyers Don't Know to Look For
Uzbekistan's property market has grown rapidly since 2019, attracting buyers from Russia, UAE, Turkey, South Korea, and Europe. Most of these buyers transact through real estate agents who are incentivised to close deals — not to surface legal problems. The legal risks are real and largely invisible without a proper title search.
Undisclosed Co-owners
Properties privatised in the 1990s often have multiple heirs or co-owners who are not listed on current title documents but retain legal claims. We verify the full ownership history, not just the current registration.
Outstanding Mortgage or Pledge
Banks and private creditors register liens against property that may not be immediately visible in informal market listings. We search the Pledge Register and Cadastre for all active encumbrances.
Pending Court Disputes
A property subject to active litigation can be transferred during a dispute, transferring the legal problem to the new owner. We search court records before any transaction proceeds.
Tax or Utility Arrears
Unpaid property taxes or utility debts can follow the property to a new owner. We confirm all arrears are cleared before registration or negotiate their resolution as a condition of sale.
Zoning Violations
Properties listed for commercial use may have residential zoning, or vice versa. We confirm the property's permitted use matches your intended purpose before you commit.

Our Process
From Property ID
to Safe Title Transfer
Day 1
Property Identification & Audit Order
You provide the property address or cadastral number. We confirm the property is identifiable in the State Cadastre, issue a fixed-fee audit quote, and begin the title search. No money moves to the seller — and we recommend against paying any deposit — until the audit is complete.
Days 2–4
Full Registry & Database Search
We run searches across the State Cadastre Agency, the Pledge Register, the State Tax Committee (tax arrears), and Economic and Civil court databases. We also review the full title history — every transfer, inheritance, or privatisation in the property's chain — to identify any gaps or undisclosed interests.
Day 5
Audit Report Delivery
You receive a written legal opinion in English (and Russian upon request) covering: title status, all identified encumbrances and risks, seller authority confirmation, zoning and use status, and our recommendation — clear to proceed, conditional on seller actions, or do not proceed. The report is the basis for all further negotiation.
After Audit Clearance
Contract Negotiation & Acquisition Structuring
Once the audit is clean, we draft or review the purchase and sale agreement, negotiate price adjustments or conditions arising from the audit findings, structure the acquisition correctly for a foreign buyer (individual vs corporate ownership), and prepare any power of attorney or board resolutions required to complete the transaction.
Completion
Registration & Title Transfer
We accompany the transaction through to notarisation and registration with the Cadastre Agency. We confirm the new title certificate reflects your ownership correctly, and provide a post-registration compliance note covering your obligations as a foreign property owner in Uzbekistan.
Case Study
Commercial Office Block — Dubai-Based Investor
4-storey commercial building · Tashkent city centre · USD 1.4M
A UAE-based investor was introduced to a commercial property in central Tashkent through a local broker. The asking price was competitive, the broker confirmed the title was clean, and the investor was ready to wire the deposit. He engaged KADIR LAW for a standard legal audit before transferring funds.
Our search revealed two issues not disclosed by the seller: a pledge registered against the property in favour of a commercial bank (securing a corporate loan taken by the seller's company), and an ongoing Economic Court dispute with a former business partner claiming co-ownership of the asset.
The transaction was paused. We negotiated with the seller to require full discharge of the bank pledge and discontinuation of the court case as conditions precedent to any purchase — reducing the agreed price by 8% to reflect the seller's obligation to resolve both issues. The buyer completed the purchase three months later with a clean title. The deposit was never wired during the audit period.
